Mission statement

Working to support the development of youth health professionals and the youth health sector in Aotearoa New Zealand

Vision

To support the Youth Health and Youth Development Strategy visions
YDSA vision of New Zealand being a place where “young people are vibrant and optimistic through being supported and encouraged to take up challenges” (MYA 2003)
“ Health has more than just a physical dimension. This (youth health) action plan shares the Maori view that health is holistic. For Maori, health has four equally important elements:
te taha hinengaro (emotional and mental health)
te taha whanau (connection to family)
te taha wairua (spiritual health)
te taha tinana (physical health)
For young people, care and support on all of these levels is important for healthy development“
(Ministry of Health 2002).

Mission
To build the capacity of the youth health workforce through leadership and relationship development in the youth health sector.

Principles
· To support the implementation of the principles of Te Tiriti o Waitangi
· To support the principles of positive youth engagement
· To support the principles of the Youth Development Strategy Aotearoa
· To reduce inequalities in youth health outcomes
· To promote positive relationships within the SYHPANZ membership

Goals
· To develop and promote the scope of youth health practice within the health sector
· To build and strengthen collegial relationships with the youth health sector
· To develop and provide leadership to the youth health sector
· To further the development and recognition of youth health competencies, skills and career pathways
· To advocate for the advancement of youth health practice
· To collaborate with key stakeholders for the advancement of youth health practice
· To promote the development and use of quality research in youth health
· To build capacity for SYHPANZ.

Priority actions 2009/10
· Develop a funding plan for operational capacity, including:

Income generation activities such as events, membership levels and fees
Corporate sponsorship
Philanthropic funding from Community Trusts, Family Foundations, joint funds, World of Difference Vodafone Foundation
Consider collaborative applications with related organisations including NZAAHD.

· Develop and operational capacity plan including:

Core capacity of 1 FTE for leadership and co-ordination
Support systems including website development and management and communications
Brand development
Communications & publicity
Executive / governance model and support including expenses and backfilling resources.

· Sector development engagement and events plan including annual or biannual conferences, potential for collaboration and income generation.
· Develop collaboration plan including key relationships with other peak bodies, professional bodies and colleges, research centres and DHB’s, Australian youth health specialist centres and bodies.
· Youth Health Workforce Development Framework adoption and promotion, including 4 key action areas; infrastructure development and leadership; workforce capacity development; practice informed by research and development of career pathways. Initial priority to promote and present the Framework to government agencies and other key leaders.
· Review, adopt and promote the draft youth health (service) standards, developed by SYHPANZ members.

History of SYHPANZ
In the past five years there has been an increase in the development of community-based youth health services and school-based services nationally. The development of health services for young people in Alternative Education settings, Teen parent units, CYF care and youth justice facilities have been identified as an important area for development. The increasing number of doctors and nurses working in the youth health sector in New Zealand has necessitated the planned development of the youth health workforce

Youth health training programmes, career pathway development, and vocational registration in youth health, have been identified as areas to be developed to support best clinical practice. Providing youth health training that increases capacity within wider primary health care sector and that allows for increasing youth health specialisation is desirable.

In September 2007 the Society of Youth Health Professionals Aotearoa New Zealand (SYHPANZ) was established to address the needs of doctors, nurses and allied health professionals working within the youth health scope of practice in New Zealand.

The changing environment
What’s changed in the last two years since SYHPANZ was born? There is a new government, new policy, changes to funding models and focus of investment. The focus on youth has moved to ‘troubled youth’ and how to address these issues. There are more youth health strategies in DHB’s but little advancement on how to implement them or the funding to support it. PHO’s are developing and creating stronger leadership for youth health through nurse practitioners, but lack core funding. There has been greater recognition of the need for leadership and workforce development, and SYPHANZ is more widely known and valued for its role.

Key achievements include:

· Increased membership, with more diversity
· Greater networks and conversations across them
· Representation on formal committees and working groups
· Increased recognition of competencies in youth health and SYHPANZ as a body that can support them
· New website
· Increased profile in the sector

Key challenges:

· Lack of operational capacity
· Financial constraints
· Limited coverage of New Zealand in membership
· Support from employers is varied for members to be engaged and active
· Need for clearer role and benefits of membership

1. Funding applications

4. Socialise the draft strategy and finalise, promote
5. Development of key collaborations
6. Convene cross government agency meeting
7. Expand membership (numbers and categories) and communication to members
8. Go back to the regional workforce alliance with feedback on the Framework and SYHPANZ’e role
9. Implement action plan.

SYHPANZ was established in 2007 to support the development of health professionals (doctors nurses and allied health professionals) working within the youth health specialty in Aotearoa New Zealand.

As a group of youth health professionals we are committed to youth health and development. SYHPANZ recognises that positive youth health outcomes can be supported through workforce development, youth health training pathways, career development, and research.
